Release tracker

This file ships with the package. Resolve its links from the package root.

Before installation or a hook change → read docs/install.md. Before an upstream update → read docs/update.md. Before a call → read the export JSDoc for inputs and effects. For the optional release triage workflow → read the README example prompt.
